National Education Policy 2019: What Do We Have?




The Education system plays a key role in the fundamental progress of Human Being, education to the citizen is the responsibility of the State since India is a welfare State.

To cope with the promotion of education among the people of India, National Policy on Education (NPE) was formulated . The policy covers elementary education to colleges in both rural and urban India. The first NPE was promulgated in 1968 by the government of Prime Minister Indira Gandhi, and the second by Prime Minister Rajiv Gandhi in 1986. 

Since then, there was a dire need of upgradation of NPE to tackle with the new era of innovatiove challenges and after  years of wait, the Draft New Education Policy 2019 proposal has been submitted by the committee set up to ascertain the changes required in the education system. 

As teaching aspirants who are preparing for CTET 2019, the draft of National education policy(NPE) 2019 has also become important part for their teaching career. According to NPE, TET is mandatory for teaching job but their will be other procedures i.e. interview, demo for teaching aspirants to complete their dream of job in education sector.

The Committee of Dr. Kasturirangan has submitted the Draft National Educational Policy to the Union Human Resource Development Minister, Shri Ramesh Pokhriyal ‘Nishank’ and Minister of State for HRD, Shri Sanjay Shamrao Dhotre in New Delhi.

The draft of New Education Policy is to meet the challenges regard to quality education, innovation and research,and also aiming to make India a knowledge superpower by equipping its students with the necessary skills and knowledge in science, technology, academics and industry. The extant National Policy on Education, 1986 modified in 1992 required changes to meet the new challenges for future generation.

The committee has proposed many changes and new innovative idea in the field of education.
  • A major reconfiguration of curricular and pedagogical structure with Early Childhood Care and Education (ECCE) for the age of 4-5 yrs as an integral part of school education is proposed.
  • Extension of Right to Education Act 2009 to cover children of ages 3 to 18.
  • A 5+3+3+4 curricular and pedagogical structure based on cognitive and socio-emotional developmental stages of children: Foundational Stage (age 3-8 yrs): 3 years of pre-primary plus Grades 1-2; Preparatory Stage (8-11 years): Grades 3-5; Middle Stage (11-14 years): Grades 6-8; and Secondary Stage (14-18 years): Grades 9-12.
  • In 3 language formula, Hindi and English will be compulsory along with one Indian Regional Language to 'promote the local languages' in early stage.
  • Arts, music, crafts, sports, yoga, community service, etc. will be curricular.
  • The 4-year integrated stage-specific B.Ed. programme will eventually be the minimum degree qualification for teachers.
  • Under two Missions -Mission Nalanda & Mission Takshashila, 3 types of higher education institutions is proposed- Type 1: Focused on world-class research and high quality teaching; Type 2: Focused on high quality teaching across disciplines with significant contribution to research; Type 3: High quality teaching focused on undergraduate education.
  • A new apex body Rashtriya Shiksha Ayog is proposed to enable a holistic and integrated implementation of all educational initiatives and programmatic interventions, and to coordinate efforts between the Centre and States. 
  • UGC to transform to Higher Education Grants Commission (HEGC)
  • Setting up three new National Institutes for Pali, Persian and Prakrit and an Indian Institute of Translation and Interpretation (IITI)
  • Screening for teaching Post: TET is mandatory. 
  • For subject teacher, the marks from NTA test in that particular subject will be mandatory for teaching recruitment process.
  • In 2nd screening process: Interview and 5-7 min demo class would be mandatory.
  • PTR will be change according to student teacher ratio.

As per NPE 2019, there are many possibility for students who want to have better knowledge and looking for best programs in education sector. As for teaching aspirants, there will be new education course and recruitment procedure in teaching job.

Lets wait for final draft of Kasturirangan Committee and hope for better result and programme for  students, teachers in education sector.
